Anti social behaviour

In the UK many people will accept that there is a problem with anti-social behaviour. The authorities, or "Big Brother" as they are affectionately known, have been trying to counteract this with some forward-thinking strategies. These are illustrated by the following helpful notices that I found dotted around public transport up and down the country from London to Edinburgh on a recent trip. (I liked the bit about 'spit kits' - "Our staff carry spit kits so they can submit spittle for DNA analysis" - now there's progress! Tourists remember your mackintoshes!) Amazingly enough, it appears that the Swiss are also getting a bit excited about yob behaviour. I saw this on a Postbus recently. Anyone spot the difference?

The UK obviously has problems on a differently scale, given the relative size of the countries, but I was interested in the different approaches. Carrot or stick?

Before anyone gets in first, the Swiss approach would be laughed out of court in the more insouciant sectors of the UK where ASBO's are worn as a badge of pride. I wonder why, and what the real difference is?
